Jim Kalny organized and assembled a joint human resource department for a city and a county. He drafted all documents needed for the consolidation including the intergovernmental agreements creating the department and oversight commission. He managed the department as its director for six years. During that time, he negotiated three rounds of contracts with 34 bargaining units, and representing both the city and county in all grievances and prohibited practices from all units. In addition he oversaw the implementation of a new classification and compensation study for the county for exempt employees; and, negotiated and coordinated the consolidation of the joint city and county dispatch operations.
