Overview
Phil pursued a legal career out of a desire to advocate for others and solve complex issues. With more than two decades of public service and private practice experience, Phil brings a well-rounded perspective to advising clients on nuanced legal, regulatory, and compliance challenges. Having served as an attorney in the U.S. intelligence community and as a federal prosecutor, he has deep insight into how regulatory and enforcement agencies operate along with experience serving as counsel for jury trials and contested hearings before trial and appellate courts on high-stakes issues.
Phil’s practice primarily focuses on cybersecurity, data privacy, and commercial transportation defense. He draws on his past experience to help clients navigate high-exposure matters, such as sensitive internal and regulatory investigations, data breaches, and transportation incidents. He advises companies of all sizes on risk mitigation and best practices in response to government investigations, offering practical guidance informed by his deep understanding of government enforcement and the data privacy landscape. When disputes escalate to trial, Phil draws on his past as a former prosecutor and immigration judge to develop a sound defense strategy. His analytical approach and authoritative presence, grounded in years of multifaceted courtroom experience, ensure that he pursues the most favorable response for his clients in every matter.
Phil began his legal career as a commissioned officer in the U.S. Navy Judge Advocate General’s (JAG) Corps. While on active duty, Phil served as a military prosecutor based in Japan and later as legal officer on an aircraft carrier. After transitioning to the reserve component, Phil deployed overseas multiple times, including to the Philippines, Iraq, Afghanistan, and Qatar. During these mobilizations, Phil advised commanders and units on a variety of issues, such as the law of armed conflict, international humanitarian law, intelligence collection authorities, ethics, and supply chain risk management.
Outside of the office, Phil coaches youth sports and is an active participant in his church.
