As in-house counsel at the Health and Hospital Corporation of Marion County, Kelly’s advice and counsel helped the county’s Public Health Department successfully navigate the earliest and most uncertain phase of the Covid-19 pandemic.

As chief counsel within health department’s Incident Command Structure, a FEMA-designed personnel structure for response management, she provided counsel on all legal issues related to isolation protocols, data privacy and information sharing, public orders, intergovernmental cooperation, testing, reporting, and vaccination.
